Redesign versus restyling

There's nothing wrong with restyling one's site on its own, even for business sites. It all comes down to how severely the style of the site is being altered.

Staying up to date, keeping your visual presentation modern and slick, can be a very good thing. Rigorous adjustments making for a completely different experience, that's a dangerous thing unless it's a massive improvement in every way. Then, it'll only have to be explained and the users of the site will be happy about it.

It's a much more severe problem when your site design grows horribly outdated and remains the same for years, in my experience (and that of all people I work with).
